Established by a JP Morgan fund management company in 2007, Scitus Cement (China) Holdings Limited is a Hong Kong-based investment flagship specialized in producing cement and related products. Based on national cement industrial development policies and special planning, Scitus seizes development opportunities in cement industry restructuring and industrial upgrading, targeting the broad market of large-scale development in the southwestern region. In the first phase, the company invested in building a number of energy conserving and environmental friendly new dry cement production lines in Guizhou, Sichuan and other places. The planned total investment value amounts to over 4 billion yuan before the end of 2009, reaching the targeted cement production capacity of over 10 million tons, which further marks the company as the leading enterprise of the largest scale in the southwestern region's cement industry with the most advanced technology, promoting economic prosperity and the industrial development in cement in the western region.

Due to the apparent effect of scale in cement industry, our initial strategy is to acquire distribution points quickly and achieve operation peaks through the construction and purchase of new dry cement production lines. Centered on economic efficiency, we aim to use various kinds of industrial waste massively and develop recycling economy; utilize cogeneration technology to conserve energy; focus on the protection of ecological environment, share the social burden of environmental pollution proactively and maintain the well-being of society, and thus become a brand-new energy-saving green enterprise.

The construction of the holding company's first investment project, "Zunyi-Scitus Nissan 2,500-ton clinker cement energy-saving new production line" started on 18 April 2008. In addition, a letter of intent on the construction of Zunyi second line was signed with the local government. On the other hand, the construction of the second investment project of the same scale started in Bijie on 28 April 2008. The company plans to start the construction of another 4 Nissan new energy-saving cement production lines which can produce more than 2,500 tons each by 2008. To ensure the effectiveness of implementation of company strategies, integration of resources and comprehensiveness of utilization, "Scitus Cement (Guizhou) Management Company Limited" was established on 18 April 2008 to employ efficient integrated group management.
